India's Modi backs down on farm reforms in surprise victory for protesters

Latest News World/India News: In a surprise announcement on Friday, Indian Prime Minister Narendra Modi said he would repeal agriculture laws that farmers have been protesting against for more than a year, sparking celebrations for what farmers called a hard-fought victory.

Modi's decision is a significant climb-down for the combative leader and comes as state elections in politically important grain-belt states loom.

The legislation - three laws introduced in September last year - was aimed at deregulating the sector, allowing farmers to sell produce to buyers beyond government-regulated wholesale markets where growers are assured of a minimum price.


Farmers, fearing the reform would cut the prices they get for their crops, staged nationwide protests that drew in activists and celebrities from India and beyond, including climate activist Greta Thunberg and pop singer Rihanna.

"Today I have come to tell you, the whole country, that we have decided to withdraw all three agricultural laws," Modi said in an address to the nation.


"I urge farmers to return to their homes, their farms and their families, and I also request them to start afresh."

The government would repeal the laws in the new session of parliament, starting this month, he said.

The concession on laws the government had said were essential to tackle chronic wastage and inefficiencies comes ahead of elections early next year in Uttar Pradesh (UP), India's most populous state and long a key political battleground, and two other northern states with large rural populations.

Modi's capitulation leaves unresolved a complex system of farm subsidies and price supports that critics say the government cannot afford.


It could also raise questions for investors about how economic reforms risk being undermined by political pressures.

Protesting farmers, who have been camped out in their thousands by main roads around the capital, New Delhi, celebrated Modi's back-track.


"Despite a lot of difficulties, we have been here for nearly a year and today our sacrifice finally paid off," said Ranjit Kumar, a 36-year-old farmer at Ghazipur, a major protest site in Uttar Pradesh.


Jubilant farmers handed out sweets in celebration and chanted "hail the farmer" and "long live farmers' movement".


Rakesh Tikait, a farmers' group leader, said the protests would only be called off when parliament repealed the laws.


VULNERABLE TO BIG BUSINESS


Modi's Bharatiya Janata Party (BJP) government said last year there was no question of repealing the laws. It attempted to break the impasse by offering to water down the legislation but protracted negotiations failed.

The protests took a violent turn on Jan. 26, India's Republic Day, when farmers overwhelmed police and stormed the historic Red Fort in New Delhi after tearing down barricades and driving tractors through roadblocks.

One protester was killed and scores of farmers and policemen were injured.

Farmers say the changes would make them vulnerable to competition from big business and they could eventually lose price support for staples such as wheat and rice.


The government says reform of the sector, which accounts for about 15% of the $2.7 trillion economy, would have meant new opportunities and better prices for farmers.


Modi announced the scrapping of the laws in a speech marking the birth anniversary of Guru Nanak, the founder of Sikhism. Many of the protesting farmers are Sikh.


He acknowledged that the government had failed to win the argument.

The farmers are also calling for minimum support prices for all of their crops, not just rice and wheat, a new demand that has gained traction among farmers across the country.


Some agriculture experts said Modi's reversal was unfortunate because the reforms would have brought new technology and investment.


"It's a blow to India's agriculture," said Sandip Das, a New Delhi-based researcher and agricultural policy analyst.


"The laws would have helped attract a lot of investment in agricultural and food processing - two sectors that need a lot of money for modernisation."

The Confederation of Indian Industry (CII), a group that represents top corporations, had pinned hopes on the laws to pave the way for modernising India's decrepit post-harvest infrastructure.


Also, the $34 billion domestic food processing sector would have grown exponentially, thanks to the laws, according to CII.


Another industry body, the Federation of Indian Chambers of Commerce and Industry, late last year said the laws should spur startups, and technological interventions would help cut wastage and bring efficiency in the agriculture sector.

Seizing on opportunities, global and Indian venture capitals have already started funding agritech startups that aim to run the entire food supply chain, currently prone to massive wastage, often as high as four to five times that of most large economies, experts say.


Anil Ghanwat, head of a farmers' union and a member of Supreme Court appointed farm panel, said the laws promised farmers freedom from middlemen and their repeal would leave them open to old exploitation.


The opposition has been keen to take advantage of the acrimony between farming communities and Modi's party and Rahul Gandhi of the main opposition Congress party, said the "arrogant" government had been forced to concede.


"Just the beginning of many more victories for people’s voices," Mahua Moitra, a lawmaker from the Trinamool Congress Party and one of Modi's staunchest critics, said on Twitter.

State elections are also due soon in Punjab and Uttarakhand in the north.


Modi's party looks well placed to fend off challenges in the next general election, due by 2024, but in a worrying sign for him, a regional party swept to power in West Bengal state in May.

Latest News World/Cricket News: Australia wins their first T20 World Cup title, defeating New Zealand by eight wickets in the final at the Dubai International Stadium on Sunday. Having been beaten by England in the 2010 final in Bridgetown, Barbados, the Australians were not to be denied this time around as they produced a brilliant batting display in the chase to completely outclass New Zealand. Mitchell Marsh (77 not out) and David Warner were the stars in chase for Australia while Josh Hazlewood was the standout with the ball in hand.


Chasing a stiff target of 173, the Aussies overhauled New Zealand's score with seven balls remaining.

Australia started well with Warner hitting a couple of boundaries. However, Aaron Finch's struggles at the top of the order continued as Trent Boult sent him packing for just 5.


Mitchell Marsh came out to bat at the fall of Finch's wicket, and immediately hit the ground running, smashing a six and back-to-back fours off the first three balls he faced. The Australian all-rounder didn't look back after that and proceeded to pound the New Zealand bowling lineup into submission.


If the Marsh barrage wasn't enough, New Zealand bowlers had to also contend with an in-form Warner, who too found the boundary at will.

Warner was the first to score his half-century, whacking a six of James Neesham to reach the landmark.

Warner and Marsh added 92 runs off just 59 balls to put Australia in complete control in the chase.


Boult returned to give New Zealand a much-needed breakthrough, removing the dangerous Warner for 53 but there was no stopping Marsh.

The lanky Australian all-rounder continued to torment the New Zealand bowlers, also scoring a half-century. He was joined by Glenn Maxwell, who took a couple of deliveries to get going, before teeing off as well.


Marsh and Maxwell kept finding the boundaries as New Zealand just couldn't find a way to keep the Australian batters quiet.

In the end, Maxwell finished things off with reverse ramp to third man to send the team into ecstacy.


Earlier, put into bat, Martin Guptill and Daryl Mitchell gave New Zealand a solid solid start. Mitchell, who was the hero for New Zealand in the semi-final against Pakistan, failed to replicate his performance and was dismissed by Josh Hazlewood for 11.

Guptill and captain Kane Williamson steadied the New Zealand innings but did so at the cost of the run-rate. The duo made slow progress and Australian bowlers kept things on a tight leash.


But it all changed when Williamson, batting on 21, was dropped by Hazlewood in the deep. Williamson suddenly stepped on the accelerator and flayed the Australian attack. Despite losing Guptill, the New Zealand skipper continued to attack the Australians.

The stylish right-hander tore Mitchell Starc apart as New Zealand zoomed to a big total. Hazlewood returned to remove Glenn Phillips and Williamson in the same over. Williamson fell for 85 just 48 balls in what was one of the most memorable innings of any T20 World Cup.


James Neesham provided some late fireworks as New Zealand posted 172 for four in their 20 overs.

New Delhi to shut schools, construction sites as pollution worsens

Latest News World/India News: Schools in New Delhi will be closed for a week and construction sites for four days, the Indian capital's chief minister said on Saturday, as the city tries to protect people in a worsening air pollution crisis.

Arvind Kejriwal said talks on a potential complete lockdown in the capital were also underway, but any decision would only be taken after consultation with the central government.

Earlier in the day, the chief justice of India asked the central government to come up with an emergency plan to tackle the dangerous smog, calling the situation "very serious".


Air quality in Delhi, often ranked the world's most polluted capital, has declined due to crop stubble burning, emissions from transport, coal-fired plants outside the city and other industry, as well as open garbage burning and dust.


The Air Quality Index (AQI) in and around city has worsened to 470-499 on a scale of 500, according to federal pollution control board data on Saturday. That level of pollution means the air will affect healthy people and seriously impact those with existing diseases.


"For a week from Monday onwards, schools will be physically closed but will continue virtually so that children don’t have to breathe polluted air ... construction activities not to be allowed," Kejriwal said.


He added all government offices would shift to work from home, while private offices would be advised to do the same for a week to reduce the number of polluting vehicles on the road.

"We have been forced to wear masks at home also, the situation is very serious," said chief justice of India N. V. Ramana, the top legal officer in the Supreme Court.


The court was hearing a plea filed by a student over the worsening air quality.


Ramana said the government should consider a two-day lockdown to protect citizens and inform the court on Monday about emergency steps to improve air quality.

Merkel, speaking at the invitation of New Zealand Prime Minister Jacinda Ardern at an Asia-Pacific business summit, said it was the task of politicians to make the case for serious interventions by being honest with the public.

Coronavirus case numbers have surged across Europe in recent weeks, with experts worrying that health systems risk once again being overwhelmed, in part because unvaccinated people are still spreading the disease to the older and more vulnerable.


"We have to make it clear that I have the right to get vaccinated, and that is a great fortune, a huge achievement of science and technology," Merkel said over a video link. "But I also have a certain obligation to contribute to protecting society."


While many of the unvaccinated are in age groups that are statistically likely to experience less severe cases of COVID-19, they can pass the virus to older people with weaker immune systems, who can then end up in intensive care even with a vaccination.


Merkel, who was being interviewed by Microsoft president Brad Smith, added that the challenges of the pandemic and of climate change were similar, since they were both exponential processes whose severity was hard to recognise at the start of a growth curve. 

"When you see the start of an exponential increase you have to act immediately, and an understanding of what exponential means isn't widespread in our societies," Merkel said.


"That's also why we have been so unconcerned about climate change - that also has exponential growth and we have to act at a time when it is not at all visible how the numbers will grow."

Know who is Chhathi Maiya 

According to mythological texts, the Chhathi Maiya that occurs during Chhath Puja is the Manas daughter of Lord Brahma and the sister of Suryadev. Chhath Puja is organized to please these Maiya. According to the Puranas, when Brahma was creating the universe, he had divided himself into two parts. The right side of Brahma appeared as Purusha and the left as Prakriti. Prakriti became the presiding deity of the universe, who was known as Prakriti Devi.Prakriti Devi had divided herself into six parts and this sixth part is known as Mother Goddess or Devasena. Due to being the sixth part of nature, he also got a name Shashthi, which is known as Chhathi Maiya. The mother who is worshiped on the sixth day after the birth of the child, is the same Shashti Devi. Worshiping Shashti Devi, the child gets the blessings of health and success.
